City-Wide Flood Design Implementations!!!

 So Our Water Systems are Already Pretty Basic to This Right?? Well, You'd Have To Listen To Understand That Mine Are Just A Little More Advanced.  It would Be As Big As Part Of A City.  To ME THE GREEK WAY For The So Called Gods Would Be To Have A HUGE Contraption That Payed For ITSELF "INSTEAD OF PEOPLE PAYING FOR WATER & FLOOD DAMAGE."  I'm Actually Not Complaining.  "I just Wanna See People of Flood Plains Win BIG."  So Pay Attention to My Other Articles.  I'll Copy & Paste it When I'm Done.

I was thinking about how we have all been affected by flooding at one point in time or another in our lives.  Why can't we create additive manufactured plastic barriers that guide all of the water from the banks with reinforced high walls and plastic barrier that keeps it moving into a certain direction and drained farther away from businesses and homes into retaining ponds/lakes?  What happened to things like the Eerie Canal or using a dam or bridge to hold back water and create energy from turbines at the same time?  My idea for a reinforced additive plastic manufactured wall that sets deep into the banks of a river and has high walls that reach out further than the bank on each side so that higher levels of water will fill a wider gap and be sent downstream to a retaining lake or pond or even kept for drinking water and well later on for a city instead of reprocessing the same water?   Why don't we build foundations like the medieval periods anymore where we are surrounded and protected by a bank of water in which technically nowadays we could pump into our house?  Why do we build out of wood mostly instead of the stuff of medieval castles of the time?  What would happen if you had a boat with a front end that was narrow and sliced through water and a wide back end with protruding sides for up-splash support so the water isn't constantly getting inside your boat and weighing it down? and what about adding a couple of buoys for more buoyancy?  And what happened to those planes and ships out there that disappeared?  How can we assess and improve our world with inventions?  How long does it take to incorporate a process of invention?  Why don't we just incorporate laminated solar panels that run off of batteries in the summer and split the costs of electric bills? Hinter: I'm gonna need a few extra helping hands.  I kind of want to get some of this under way.

1)Pin Re-Enforced Hydraulic Jacks that keep cars from falling on you
2) Redesigning boat buoyancy logic
3)Medieval Castles Ways of Living: Could they bring any worth to our way we live now?
4) If you could contain fresh water you could pump it into your house
5)Additive Manufacture Re-Enforced Flood Containing Walls to redirect flood waters from flood planes to retaining ponds and lakes.  High walls, possibly Width of it a little bigger than the actual river so that it could hold more water without fluidically spreading anywhere.  Example: Container or Cup of glass of water and how it holds the liquid
